He depicts his desire to establish anarchy and new form of government in which he becomes the only ruler. He is also narcissistic, he starts to believe his a God and that everyone else is inferior to him. This is clear psychopathic trait defined in criminal psychology.
It is one of the reasons why he goes out of his way to find new toys to play with. Hisoka has displayed a morbid attraction of sexual nature to fight powerful fighters, or people with Nen who have the potential to become strong, which is expressed through barely repressible murderous tendencies.
